Process Explorer A 950 is not a "pretty decent" video card anymore, and it wasn't when the OP made the post. But that was my experience. However, if I close malwarebytes, the problem disappears.
It's ressource-inefficient, but you can guarantee that stuff happens in set time. Had very low FPS (40 - 70) for my system (Phenom II 965BE, 8GB, GTX 950) on lowest settings at 100% scale.
