I currently have the issue and have been through all the hoops plastered all over Microsoft's supportforums and yet still have a blank 'Rip to' location for my CD setting. i've reset wmp and it didn't help. The entry then reappeared in 'Rip to' under CD Rip Settings, and I was free to go and alter the library settings again thereafter. That's it, most people reported that these two solutions (especially the first one) solved their problem with ripping music in Windows 10, and I hope they will help you as well.
